WAM — A formal voice for Heretaunga Street West
Who We Are
The Initiative
WestSide Hastings City is a community-led digital and editorial platform operating on behalf of businesses along the 100–400 blocks of Heretaunga Street West — an area outside the current Hastings City Business Association BID boundary, which is defined by Nelson, St Aubyn, Hastings and Southampton Streets.

The HCBA's BID was formed in 2019, funded by a targeted rate on commercial buildings within the CBD rateable area plus an HDC contribution, representing over 450 CBD businesses. WestSide sits beyond that catchment. We are an independent, community-run initiative — not affiliated with HDC or the HCBA — founded to address that gap.
Governance
Establishing the WAM Board
We are forming a formal WestSide Association Membership Board — a representative governance body comprising business owners, community stakeholders and independent directors drawn from the WestSide precinct.

The Board will hold accountability for platform operations, advocacy strategy, financial management and the proactive pursuit of Heretaunga West's commercial interests with Hastings District Council and regional economic development bodies. Funding Advocacy — HDC Business Improvement District Framework
Pursuing a Targeted Rate for the WestSide Precinct
Under the HDC Business Improvement District Policy, a BID is a formal partnership between the local authority and a defined business community, supported by a targeted rate levied on and collected from non-residential properties within an approved boundary. BIDs enable business groups with a clear community mandate to develop services that complement existing Council programmes and give their precinct a more effective collective voice in shaping Council strategy and achieving better outcomes for their community.

The WestSide Association Membership is actively advocating for Heretaunga Street West to be recognised as a distinct BID-eligible precinct under the HDC framework. Our position is that the 100–400 block catchment — encompassing over 60 registered businesses, significant daily foot traffic and a demonstrable community identity — meets the criteria for targeted rate support.

We are formally seeking 50% of the city BID allocation to be directed to WestSide through a dedicated targeted rate, consistent with HDC's stated objective of enabling communities to speak with a collective voice and achieve better outcomes for their precinct.

Fee Refund Commitment
All current membership fees — across Listed, West, Prime and Elite tiers — are an interim commercial arrangement to fund platform development and advocacy operations. In the event that our BID targeted rate advocacy is successful and HDC funding is confirmed, all membership fees paid from that date will be refunded in full. The platform and its services will then be funded through the targeted rate, making participation free for all eligible businesses within the defined WestSide precinct. Members will be formally notified immediately upon any confirmed funding outcome.
Expansion Roadmap
The model extends beyond WestSide
WestSide Hastings is the pilot. Once the platform demonstrates measurable outcomes — membership growth, increased foot traffic data, social reach and successful BID advocacy — the WAM framework will extend to adjacent commercial precincts in sequence. Each new zone gets its own directory, editorial voice and governance board, operating under the same model.

WAM is an independent community initiative and is not currently an incorporated society or registered business association under New Zealand law. Formation of a formal legal entity is underway. BID advocacy is in preliminary stages and no funding outcome has been confirmed by Hastings District Council. All fee refund commitments are conditional on confirmed HDC targeted rate funding and will be subject to formal terms communicated to members at that time. Membership fees are for platform services only and do not constitute a levy or statutory charge.
